Co Loa (Dong Anh district, Hanoi City), one of the oldest towns in Vietnam and Southeast Asia, was twice chosen as the capital of the country by Thuc Phan An Duong Vuong (the 3rd century BC) and Ngo Quyen (the 10th century). The heritage site has an area of 860.4 hectares, nearly 60 relics belonging to many different types of monuments such as Co Loa Citadel, the archaeological sites, relics of religious beliefs, revolutionary relics ...

Co Loa Festival has been organized for a long time by "Bát xã hộ nhi", literally meaning eight villages in Bat commune. The festival is to commemorate, pay tribute and honor King An Duong Vuong who was the founder of Au Lac Kingdom and set the capital in Co Loa.

To honor the historical and cultural value of the ancient capital, Management Department of Co Loa  vestige site, under the direction of Thang Long – Hanoi Heritage Conservation Center, build up the document to propose for approval Co Loa Festival as the National Intangible Cultural.

On June 11, 2020, Management Department of Co Loa  vestige site together with the People's Committee of Co Loa Commune held a seminar to consult the community for mutual agreement, voluntarily nominate and commit to protect and promote the intangible cultural values of Co Loa Festival.

An overview of the seminar.

Attendees of the seminar were: Ms. Nguyen Thi My Linh - Deputy Head of Culture & Information Department of Dong Anh district; Ms. Nguyen Thi Luong - Secretary of Party Committee, Chairman of People's Committee of Co Loa Commune; Mr. Nguyen Van Mung - Vice Chairman of People's Committee of Uy No Commune; Cultural officials in Co Loa, Uy No, Xuan Canh and Lien Ha communes; Mr. / Mrs. Secretaries, Village Heads and representatives of the communities of villages in eight hamlets directly participate in the festival: Co Loa, Mach Trang, Cau Ca, San Da, Thu Cuu, Dai Bi, Van Thuong, Ngoai Sat.

After listening to the Management Department of Co Loa  vestige site reported on the process of inventorying and preparing scientific records of the intangible cultural heritage of Co Loa Festival according to Circular 04/2010 / TT-BVHTTDL, all participants had opinions, and all agreed as follow:

- Voluntarily authorize Thang Long – Hanoi Heritage Conservation Center, Management Department of Co Loa  vestige site build scientific records of intangible cultural heritage of Co Loa Festival to include in the List of National Intangible Cultural Category.

- Voluntarily grant the right to use materials, images, voices during the festival to build a scientific record of the intangible cultural heritage of Co Loa Festival in protecting and promoting the value of intangible cultural heritages.

- Voluntarily and actively protect and promote the value of the intangible cultural heritage of Co Loa Festival;

- Cooperate and give the favorable conditions for organizations and individuals to protect and promote the value of this intangible cultural heritage in accordance with the law.
