The old Cổ Loa village had 4 “giáp” (sub-communes) with Đông Nhất, Đông Nhì, Đông Tam and Đoài Tự. Every year, each “giáp” appoints an elderly person to "candidate" for the position of “Cụ Từ” (Quan Đám) - who will represent the villagers to sacrifice in the festival and and be responsible for performing the rituals during the year, guarding An Dương Vương Temple (Thượng Temple) and Mỵ Châu Temple. According to custom, on the 10th and 12th of December (Lunar Calender), four selected elder go to the An Dương Vương Temple and conduct the appointment by means of coin-tossing. On the 14th of December, new “Cụ Từ” perform a thanksgiving ceremony at Thuong Temple. On the 16th, he goes to buy votive paper and stores them at Cung Bridge (Cầu Cung is in the west of Sa market, outside of Trung citadel, near "Tran Nam Mon"). On December 18 (Lunar Calender), the Festival Organizing Committee and “Cụ Từ” conduct the votive paper procession from Cung Bridge, Sa Market to Thượng Temple, Mỵ Châu temple, and Thạch Temple (also known as Stone Temple, belonging to Ngự Xạ Đài relic). Then on December 20, Cụ Từ was able to return home to to pay thanks to ancestors after achieving academic honours. Every day, Cụ Từ wears a yellow outfit (pants, áo dài, scarf) with shoes or sandals on his feet.
Today, every year on December 14, the Cổ Loa Commune People's Committee, the Cổ Loa Fatherland Front and people coordinate with the Thang Long - Hanoi Heritage Conservation Center and the the Management Board of Cổ Loa relic site to organize Handing over and receiving ceremony of Cụ Từ at the Thuong Temple. The work of selecting and recommending Cụ Từ who representative of the people to serve the Saint to pray for all people's prosperity and happiness, and for the world's peace, is carried out at the beginning of December every year, be selected by the people in 15 villages and the Fatherland Front of Cổ Loa commune. Cụ Từ was recommended at the age of 55 or older, knowledgeable about the history, biography of King An Dương Vương and the customs and habits of Cổ Loa, had a happy family and was trusted by the villagers. Before attending the handover and reception ceremony, the relatives and descendants of the two new “Cụ Từ” will enter the relics of Thượng Temple, Ngự Triều Di Quy communal house, Mỵ Châu temple, and make offerings to King An Duong. After that, it was the reception and handing over of artifacts, relics, worshiping objects, equipment, etc between the old Cụ Từ (last year), the new Cụ Từ (this year) and the staff of the Management Board of Cổ Loa Vestige site.
