On the morning of February 15, 2024 (January 6, Giáp Thìn (Dragon) year), at the dragon yard in front of the Chinh Phap Dien (the main hall in Thượng (Upper) Temple) – Cổ Loa Special National Monument, the Đông Anh District Party Committee - People's Council - People's Committee, Thang Long - Hanoi Heritage Conservation Center coordinated to organize the opening ceremony of the Cổ Loa Festival Spring Giáp Thìn year 2024. Attending the opening ceremony were Mr.Hà Minh Hải  - Member of the City Party Committee, Vice Chairman of the Hanoi People's Committee; Mr.Đỗ Đình Hồng  - Member of the City Party Committee, Director of the Hanoi Department of Culture and Sports; Mr.Nguyễn Hồng Minh - Deputy Director of the Hanoi Department of Tourism; Mr.Đào Duy Phong  - Deputy Director of the Hanoi Department of Transport; representatives of the Departments, Boards and Branches of Hanoi City; Mr.Ngô Văn Nam- Party Committee member - Deputy Director of the Thang Long - Hanoi Heritage Conservation Center; Mr.Hoàng Công Huy- Party Committee member - Deputy Head of the  Management Department of Cổ Loa vestige site, under the Thang Long - Hanoi Heritage Conservation Center; Heads and Deputy Heads of Departments and Offices under the Thang Long - Hanoi Heritage Conservation Center; leaders of Districts in Hanoi; leaders of Dien Chau District, Nghe An Province; On the side of Đông Anh District, there were Mr.Nguyễn Văn Cường - Standing Deputy Secretary of the District Party Committee - Head of the Steering Committee of the Cổ Loa Spring Festival of Giáp Thìn 2024; Comrade Nguyen Anh Dung - Deputy Secretary of the District Party Committee - Chairman of the District People's Committee; Ms.Nguyễn Thị Tám - Member of the Standing Committee of the District Party Committee - Vice Chairman of the District People's Committee - Head of the Organizing Committee of the Cổ Loa Spring Festival of Giáp Thìn 2024; along with a large number of people and tourists from all over.
