In order to pay tribute to Ngo Quyen's contributions to the nation's history, the one who initiated the nation's independence after 1000 years of Northern domination, was honored as Ancestor of the National Renaissance, the Management Department of Cổ Loa Vestige Site collaborated with the Vietnam Folk Arts Association to develop the scenario of the Ngo Quyen festival claiming to be King and settling capital in Co Loa.

On December 6, 2021, the Management Department of Cổ Loa Vestige Site in collaboration with the Vietnam Folklore Association and the People's Committee of Co Loa commune held a conference to consult the community on the content of the festival's script Ngô Quyền proclaimed King and settled the capital at Co Loa.

Attending the conference were Prof. Dr. Le Hong Ly - Chairman of Vietnam Folk Arts Association; Mr. Hoang Cong Huy - Leader of Co Loa Relic Management Board; Ms. Nguyen Thi Luong - Secretary of the Co Loa Commune Party Committee; Mr. Nguyen Kim Nhat - Chairman of Co Loa Commune People's Committee; Mr. Dang Giang Son - Head of Culture and Information Department of Dong Anh district; the elderly and grandparents representing departments, unions and residential communities in Co Loa commune.

After listening the Management Department of Cổ Loa Vestige Site and the Vietnam Folklore Association reported on the process of building and summarizing the script of the Ngo Quyen festival claiming to be King and the capital at Co Loa, the participants highly agreed on the draft content of the script. At the same time, there were many important ideas for the drafting department to research and complete the overall script of the festival. This is the basis for organizing the festival after having Ngo Quyen temple in Co Loa.
