Operating production, business and service establishments include: Factories, production facilities; traffic and construction works; establishments providing services and essential goods (such as food, foodstuffs, pharmaceuticals; gasoline, oil; electricity; water; fuel...); food service shops can only sell takeaways, educational institutions, banks, treasuries, service businesses directly related to banking and business support activities (such as notaries, lawyer, registry, registration of secured transactions...), securities, postal, telecommunications, transportation support services, import and export of goods, medical examination and treatment, funerals.. requires mandatory medical declaration by QRCode.

City and central agencies and offices located in Ha Noi city, companies, enterprises and corporations (including foreign-invested companies) should actively develop working plans with 50% work online, split shift; the agencies and units in the city shall arrange no more than half of the number of employees; workers should use information technology to work from home for assigned tasks.

Trade centers, supermarkets, markets, wholesale markets in the locality shall organize, arrange and sell only essential items, ensuring the adequate supply of daily necessities for the people in the area; arrange stalls suitable to the size and area, reduce the number of customers at the same time, ensure the 5K message, minimize close contact during transactions; encourage online delivery.

Minimize travel from Hanoi to other provinces, cities and vice versa.

People from other provinces, cities moving to the capital shall make medical declarations as soon as they move into the city; immediately informed and signed a commitment to implement epidemic prevention measures with local authorities.

Workers residing in the city and workers from other provinces, cities in industrial parks, industrial clusters and production and business establishments in the city and neighborhoods must register with local authorities (where workers, workers, and experts reside; where factories, factories, offices, etc.) commit to strictly implement measures to prevent and control the epidemic at the place of residence, in the process of moving and at work; strictly control the process of movement outside the working and living areas; carry out screening tests as prescribed by specialized agencies.

Limit the activities of personal vehicles as much as possible. Ensure smooth operation of the transportation of goods and production materials; do not prevent the river from banning the market; means of transport of agricultural products, production materials and goods may operate but must comply with the requirements of epidemic prevention and control. Vehicles carrying people from other provinces are allowed to pass through but are not allowed to stop to pick up and drop off passengers in the area.
