On the morning of February 18, 2024 (ie January 9, Giáp Thìn (Dragon) year), at Ngoai Sat village communal house, the festival organizing committee opened the Ngoai Sat village festival in 2024.

Ngoai Sat village (now Van Loc village), Xuan Canh commune, Đông Anh district. Van Loc is an ancient Vietnamese village that according to legend, was very favored by King An Dương, named Ngoai Sat village and given the right to supervise and control, no one was allowed to enter the citadel without permission. There is also an opinion that Ngoai Sat was the place to punish criminals. This is an extremely important land protecting the west of Cổ Loa citadel. As a village in the Eight Communes of Loa Thanh (Cổ Loa, Ngoai Sat, Đài Bi, Van Thuong, Cau Ca, Mạch Tràng, Thư Cưu, Sằn Giã), the people of Ngoai Sat village contributed their manpower and resources with the king to build ramparts, fight foreign invaders, expand the territory, and build the increasingly developed Âu Lạc State.
