On January 16, 2002 (December 14, year of Tân Sửu – Lunar Calender), the People's Committee, the Fatherland Front Committee and the Elderly Association of Cổ Loa commune coordinated with the Management Department of Cổ Loa relic site to hold a ceremony to receive and hand over the Quan Đám.

Attending were Mr. Nguyễn Khả Nghị - Vice Chairman of the Cổ Loa Commune People's Committee, Mr. Hoàng Công Túy - Chairman of the Elderly Association of Cổ Loa Commune, Ms. Nguyễn Thị Hương Anh - Vice Chairman of the Fatherland Front Committee of Cổ Loa Commune, Mr. Hoàng Công Huy - Deputy Head of the Department in charge of Management Department of Cổ Loa relic site, Leaders of departments under the Management Board and Quan Đám term 2021, term 2022.

Previously, on December 31, 2021, the Party Committee - People's Committee - Vietnam Fatherland Front Committee of Cổ Loa commune held a conference to elect Quan Đám. After the recommendations of the villages (from 3 to 4 elderly people aged from 55 to 70), the conference considered on the basic criteria that the family must be happy, without mourning and without social evils. The two people with the highest number of votes: Mr. Trương Quang Hà from Huong village is the Quan đám of the Thuong Temple; Mr. Lại Văn Ước from Chua village is the Quan đám of the Mỵ Châu shrine.

According to tradition, on December 13, Quan đám's family prepares all the offerings. On the 14th of December, Quan Đám's inauguration ceremony was conducted with solemn ceremonies. From early morning, families, descendants and relatives dress neatly to offer the announcement ceremony at the village's shrine, then carry the offerings to the Thượng Temple to do the inauguration ceremony, and offer at all the village shrines that meet along the way. Quan đám worships at the main hall of Thuong temple praised the merits of the gods, praying for the villagers to be safe and sound. Then continue to worship at Mỵ Châu shrine, Ngự Triều Di Quy communal house. For the Quan đám  of the Mỵ Châu shrine, after offering the ceremony at the Thuong temple, he returned to the temple to perform the inauguration ceremony.

Speaking at the ceremony, Mr. Nguyễn Khả Nghị - Vice Chairman of Cổ Loa Commune People's Committee thanked the Quan Đám term 2021 for completing their tasks and contributing efforts to preserving local customs and traditions and handing over Quan Đám term 2022 to the Management Department of Cổ Loa vestige site. On behalf of the Management Board of Cổ Loa relic, Mr. Hoàng Công Huy - Deputy Head of the Committee gives a gift to Quan Đám completed the task and received the new Quan Đám.

The ceremony of receiving and handing over Quan đám is the maintenance and preservation of those long-standing cultural beauties that have important meanings in the work of conservation, protection and promotion in the ancient capital.
